Justin Downs

General Manager

Justin is a biosecurity operations specialist with more than 30 years’ experience in biosecurity functions within both regulatory and corporate contexts in New Zealand and Australia. Justin is skilled in the design, implementation and assessment of biosecurity interventions and programs, with a keen focus on the development of innovative operational solutions to enhance compliance and reduce costs.

Ambrogino Lynch

Operations Manager / Senior Inspector

Ambrogino has played a key role in i4’s domestic and international operations since joining in early 2019. Ambrogino graduated from the University of Otago with a Bachelor of Commerce (Hons) in Management and Entrepreneurship, and brings a wealth of experience in primary industry operations and production planning.

Ian Cardno

Biosecurity Specialist and Auditor

Ian is a biosecurity operations specialist with more than 40 years’ experience in regulatory and corporate biosecurity functions in New Zealand and Japan.
He is an experienced inspector for all commodities to meet importing country requirements. This includes plants and plant products, animals and animal products, forest products, inanimate objects e.g. vehicles and machinery, containers, equipment, vessels and aircraft.
Ian is a qualified supply chain and ISO 17020 auditor.

Dan Walklin

Biosecurity and Heat Treatment Coordinator

Dan joined the i4 team after over 9 years with Biosecurity NZ as a Quarantine Officer. During his career in the public sector he worked in various import pathways, conducting biosecurity inspections for passenger, vessel and cargo clearance. Dan specialises in used vehicle inspection and integrating biosecurity requirements into operational procedures.

Neil Shaw

Legal Counsel

Neil is a lawyer with a long history working in biosecurity. His experience included roles in commercial and litigation before joining the Ministry of Agriculture and Forestry in 2000, where he became a legal adviser for the Biosecurity Authority. During his time at MAF he dealt with import and export issues for both plants and animals, and was a team member on several incursion situations, including varroa mite, painted apple moth, and fire ants. After leaving MAF/MPI Neil returned to private practice – and continued to work in the biosecurity area by providing advice to NZFPIA – before recently joining the i4 team.

Gina Healey

Senior Inspector

Gina joined i4 in 2018 as a Senior Inspector. She graduated with a Bachelor of Physical Education from the University of Otago in 2009, and brings experience as a Production Manager for a small company, and an Analytic Technical Assistant for a successful shipping company. She also has a diverse range of experience working in the agricultural and tourism industries.

Joe Trotter

Senior Inspector / Dog Handler

Joe became a Senior Inspector and Dog Handler for i4 in October 2019. Joe arrived to i4 with a background of trade education and work. This experience equipped with him a wealth of technical and people skills that have helped him take on the many challenges presented to him during his time working in Japan. Joe also has experience as a Detection Dog Handler in the biosecurity field.

Paul McLellan

Senior Inspector

Paul has a wealth of experience in the automotive and panel industry. He’s experienced in both biosecurity and Road Worthiness inspections, and plays a key role in the management and coordination of i4’s ground-based operations.

Matt Spence

Senior Inspector / Advisor

Matt is a graduate from Lincoln College, with a strong background in Biosecurity, Business Management, Quarantine Inspections, Procedure Development and running Incorporated Societies.

Rhea Graf

Senior Inspector

Rhea has become a Senior Inspector since starting with i4 in February 2020. Rhea brings experience from a wide variety of jobs including, logistics, personnel management, and data management. Rhea graduated from Victoria University of Wellington with a major in Political Science and International Relations – an education which helped her adapt well to the unique working environment in Japan.

Fraser Kirk

Senior Inspector

Fraser started as a Senior Inspector with i4 in November 2019. Fraser’s experience includes transportation and logistics, legal documentation work and a love of working with people. Fraser graduated from the University of Otago with a Bachelor of Arts majoring in Communications, and minoring in Marketing and Sociology.

Reuben Macleod

Senior Inspector

Reuben has been a Senior Inspector with i4 since March 2020. Reuben was previously an Electrician Apprentice before attending the University of Otago where he graduated with a Bachelor of Science, majoring in Zoology and minoring in Marine Science.
